16 It will be the Duty of the Commissioners to Collect the Revenue
entrusted to their Care with Vigilance and Accuracy and to pay the
same into the Receipt of his Majesty's Exchequer every two Months
retaining a Sufficient Sum for the General expences of Establishment
17 It will be the duty of the Commissioners to disburce by orders on
their Cashier all expences Salarys and Charges which relate in
any respect to the police Establishments. - To Convicts in the
Hulks and New South Wales that the whole may appear annually
in one general account to be made up and returned to the
Lords Commissioners of his Majesty's Treasury and to his Majesty's
principal Secretary of State for the Home Department.
18 It will be the Duty of the Commissioners to Report annually
to Parliament the State of the Metropolis & Country with
respect to the encrease or diminution of Crimes the number of
Persons tried with the various Specific Offences with which they are
Charged. - The number convicted and the Punishments to which
each Class are sentenced. - The number discharged each Year
from Prisons in consequence of Jail deliveries acquittals
Pardons or expiration of Sentences togethe with the number
of Convicts discharged from the Hulks in consequence of the
Period of their Confinement having expired and also the Total
Annual expence of the Police establishment methodically
arranged under distinct heads.
Regulations Proposed
1st That the proposed Board shall consist of a Chairman and four Members
who shall sit every Day Sundays and Hollidays excepted.
2nd That His Majesty's principle Secretary of State shall be President of
said Board as often as he shall find it convenient to attend and that
his two under Secretaries shall be members Ex Office.
3rd That the Financial Part of the Board shall be Under the Controul of
the Lords Commissioners of His Majesty's Treasury and the Police
Department under the Superintendance of His Majesty's principal
Secretary of State for the Home department.
4th That those three Officers at present occupied by the Commissioners
of Hackney Coaches the Commissioner of Hawkers &
Pedlars and the Commissioners of the Lottery Shall be converted
into Offices for the Board of Police Revenue.
