Shall pass into a Law it will not only remove a number of temptations
which at present exist but will throw such multiplied
difficulties in the way of disposing of Stolen property as to discourage
petty Thefts and embezzlements in a very great degree

The System at present holds out every facility which could
be wished for by the Systematic Thief or purloiner of property -
Every Street almost in the Metropolis and its environs exhibits a
Dealer ready to receive and pay Money down for whatever is offered
and the best proof that can be adduced as to the growing extent of
this mischief is the evident rapid increase of these establishments
which are said to have multiplied above tenfold within the last
20 Years.

The Dealers which have been selected for the purpose of
being put under regulations (as being the medium through which
Stolen property is chiefly disposed of) are these following Viz. -

1st Dealers in Old or Second Hand Naval Stores Sail Cloth &c
for the purpose of being converted into inferior uses in the
same line and not for making Paper. These Dealers entice
Seamen and Watermen to Steal and are the chief cause
of the extensive depredations which are committed on the
Kings Stores of every kind as well as on the Stores on
Board the India Ships and others in the Thames and
also in some degree in every port in the Kingdom
it is impossible to estimate the mischief which arises
from these Dealers being permitted to carry on their
business without regulation - The Profits in a fair way
are estimated at from 40 to 50 Per Cent and therefore
they can well afford to pay £ 5 Licence Duty in Town
an £ 2..10 in the Country

2nd Dealers by wholesale in old Naval Stores Hand-Stuff &
Rags &c for making Paper. These Dealers also entice
Watermen and others to Steal every Old Article which
to prevent detection is instantly cut to Pieces and defaced
and in this State it is called Hand-Stuff and Sold for
making Paper. The Profits run from 40 to 300
