It is not to be conceived the extent of the injuries which
the community at large suffer from these Itinerants.
But if the regulations of this Bill are passed into a
Law it is probable that the utility which is attached
to them will be preserved while the injury will be
prevented. - The estimate of at 20/ in Town and 10/
Licensed Duty in the Country is on

6th | Pawn Brokers and Salesmen Selling unredeemed
Pledges &c. The utility of Pawn Brokers is Still very
doubtful while the misery and crimes which they occasion
are obvious to every one who will look at the subject
with attention. Unredeemed Pledges under 10/ are at
present sold by pawn Brokers privately & consequently
pay no Auction Duty to the Public. This has been heretofore
overlooked. It is the most lucrative part of the business
because upon these small pledges they seldom lend above
¼ or at most ⅓ of their value and a vast proportion
of them are forfeited. And as this part of the Trade in
many instances constitutes 2/3ds of 3/4ths of the whole business
it is reasonable that some allowance should be made
to Government in lieu of the Auction Duty which
is lost. And it is no less proper for the interest of
Society that new and additional licences should be
taken out subject to the provisions of this Bill
because a present the most notorious Scoundrel
Swindler or reputed Thief if he can pay £ 10 for a
Licence in the Metropolis or £ 5 in the Country is
permitted as a Pawn Broker to cheat and oppress
every indigent person whose events compel them to put
themselves in their power. There at present exactly
292 Licensed Pawn Brokers in London within the
Bills of mortallity, but it is supposed many deal
privately who do not take out Licenses. The provisions
