of this Bill would detect all these frauds and it would
do more. It would prevent any fraudulent or immoral
Person from having the Power of oppressing the Poor
under the pretended authority of the Law. To all such
the Justices would refuse Licenses. The estimate is made
on 300 Pawn Brokers in the Metropolis at £ 10 and
a 100 in the Country at £ 5 and on 200 of the same
Class who besides being Pawn Brokers may find it
their interest also to deal in Old Metals at a Licence of
£ 5 as hereafter mentioned - - - - - - - - -

7th Dealers by wholesale in, Old Iron, Old Brass, Copper,
Pewter, Solder, Lead, or any other Second han Metals or
Articles made thereof. These dealers are the great
Channel by which the most extensive frauds and
Felonies are encouraged in and about the Metropolis &
the Dock Yards. They are known by the name of
Old Iron Shops and are to be seen increasing
every Year in all the bye Lanes and even in some of
the principal Streets of the Metropolis. Some of these
Shops exhibit a few beggarly Articles of Old rusty
Iron at the Door. Yet in the premises behind they
deal in every thing whatever. Their number is
supposed to have increased from 300 to upwards of
3500 in the Metropolis in 20 Years. Some are extremely
opulent and have Store Houses of immense extent
and those who would be inclined to deal fairly (for there
is great resource for fair Trade) are compelled to be
fraudulent in their own defence. The mischief
extends broad and wide. The Articles of Iron Brass
Copper Tin Lead and other metals Stole from
His Majestys Naval Victualing and Ordnance
Stores and which pass through the hands of these
dealers is immense some of them keep hand employed
in knocking the Brads out of Copper
