many fold as well as the restrictions they are laid
under by the security they will derived in being

if the regulations of the Bill are considered as a
grievance the manufacturers have only to confine
their Dealings to persons Licensed by Law to sell
Old Metals and then they will be exempted from the
Duty but it is supposed they will not find this their
interest to do, and upon this Ground it is estimated
that £27 £1 each License in Town and Country will

10th The License Duty in this instance is proposed as a Check
upon Coiners of Base Metal which has become a very
serious grievance. It is known that the above 600 persons
are employed in the Metropolis principally in coining
in cutting Base Money resembling Copper and Silver
Coin and that about £30,000 to £50,000 is coined yearly
which the Laws in being have been found insufficient
to check in any degree the regulations which this
Bill establishes will have an operation exceedingly
embarrassing to the Coiners and Alterers of Base
Money and without producing any particular
Security will probably go very far in correcting an
Evil of very considerable magnitude which is
increasing every Year. The number of Persons
setting up and keeping crucibles is estimated in
Town and Country to amount to 1500 at a

Draught Carts for conveying any of the Articles
which are proposed by this Bill to be subject
