This will be found to be an excellent regulation and
the proposed Duty will not be much felt seeing that
Jews have been heard to boast that by these Carts
they have made £ 10 a Day. The fact is that the
Conveyance of Stores and Metals by the means of these
Vehicles from the Country Towns to the Metropolis
and particularly from places where there are Dock
Yards and Public repositories is extremely lucrative
and productive of Money. It is a new Idea of only
7 or 8 Years Standing since which these Carts have
increased very much and are an exceeding Good object
of Taxation and whether engaged in a fraudulent
Trade or not, the License Duty high as it is will
not be much felt. The estimate supposes 750 Carts
in Town and Country at £ 5 & £ 2..10

12th A License Duty by this Bill is extended also to Truck
Carts employed in the same Line of Trade. These Carts
are drawn by the hand and are used as substitutes
for the Draught Carts where often it happens that
5 to 7 Cwt of Metals and Stores are often conveyed from
place to place. The System would therefore be
incomplete and liable to abuse and evasion if these
were not also included and a regard to the Public
Safety requires that they should on no account be
omitted. It is supposed that in Town and Country
there may be fully 1500 of these Hand Carts at
£ 2 & £ 1..0..0 - - - - - - - - - - -

The operation of these Duties will be such as to fall pretty equally in
proportion to the Trade that is carried on. It will frequently happen
and indeed it does so at present that a Dealer in Old Naval Stores
for manufacturing into inferior Stores for Small Craft will also
be a Dealer in Hand Stuff and Rags in which case two Licenses
