not buy or sell Privately Old Metals or wearing Apparel &c they
are not effected by the Duty or restrictions. By putting several
Small Lots together they can as readily dispose of them by Auction
as if they had originally been pledged together, particularly as they
are not required to account for the produce of any of these Articles:
And there is little fear that those pledges when sold by Public
Auction will not secure their principal with very good Interest
for the same as altho the Sum lent upon each Lot is under 10
Shillings the intrinsic Value is frequently worth treble that Sum
It may possibly be said that Power Broker books being open to
Ispectors may not only injure their Business, but would be to
the , & perhaps injurious to the credit of some Persons who,
perhaps only from a temporary necessity apply to them for assistance:
For my own part (provided the Pawn Brokers does not buy or sell
Old Metals, wearing apparell &c by private contracts) I think the
Inspection of his Books might dispensed with, unless upon any particular
occasion at the requisition of the Magistrate.

Should the inspection of Pawn Brokers Books by Officers appointed for
that purpose be thought necessary, I fear very little benefit would be
derived from it, unless a more particular description of Articles pledged
was required to be entered in their Books and the Pawn Brokers subject
to a heavy penalty for Knowingly entering any fictitious Name or
place of abode. At present Names and place of Abode given with
Pledges are generally fictitious and frequently known to be so by the pawn
Broker but perhaps this Practice proceeds from delicacy, as often as
from fraudulent motives. If the Pawn Brokers confine themselves to
their proper Business, it will not only increase the amount of the auction
Duty, but it will also increase the number as well as the Business of
Licenced Dealers in Old Metals Wearing Apparel &c Such Pawn Brokers
as chuse to be likewise Salesmen can well afford, to pay the Duty, &
from the small Value at which they obtain such Goods, at least meet
the regular tradesman upon equal Ground.
