decision which would be prevented if a Board of Police Revenue was
Instituted instead of the two Boards proposed to be abolished and a
convenient Jurisdiction to be continued the same as at present.
It is well Known that Hacking Coachmen require
to be Vigilantly watched & instead of a more relaxed System a greater
degree of Vigilance and attention is necessary since the more
depraved part of them are Known to give considerable facility in
the removing of Stolen Goods where Roberies and Burglaries are
Committed in the Night besides a number of other abuses & irregularities
which are increasing every Year even under the present imperfect
System & must become much worse if the little that remains
is taken away.
Hawkers and Pedlars require an uncommon degree
of attention & an improved instead of a relaxed System to keep them
within bounds. It is through this medium that Smuggled Goods &
Stolen property to a great amount annually are disposed of in various
parts of the Country & a considerable portion of these Hawkers being
also Dealers in base Money an immense quantity is circulated
by them at the different Fairs & Markets in Great Britain to the great injury
of the State. These evils being also extended to Scotland of Late it would
seem to be a beneficial arrangement not only to extend the System to
every part of Great Britain: but also to establish such new & beneficial
Checks as shall as far as possible confine Hawkers and Pedlars to the
useful part of their occupations & to restrain them by a proper System
of Vigilance from the fraudulent & mischievous practices which many
of them are known to pursue under color of a Licence.
It is therefore humbly submitted to the
consideration of Government whether the Revenue arising from Pawn
Brokers Hawkers & Pedlars & Hackney Coaches amounting to £33,708
Per annum Should not be placed under a district Board to be instituted
in the place of the two that are proposed to be abolished & to occupy
the same appartments.
