By such an arrangement no expence would arise as the
same Clerk's would answer and with a few exceptions perhaps the same
Commissioners so that no new patronage would be created & no objection
on that Score.

But the chief benefits which would result from a Police
Revenue Board both in a financial view & respect to the Prevention
of Crimes are to be traced to this extension of the System of Licences
and Regulations to all Classes of Dealers who like the Pawn Brokers
and Hawkers & Pedlars require at watchful attention to prevent
that general corruption of Morals & those temptations to commits
acts of delinquency which are held out by such Dealers who may be
classed under the following Heads namely.

1st Itinerant Dealers in Wearing Apparel whose

proper regulations would prove extremely
beneficial to the public & would produce Licences

authorized contained in a Paper and founded in facts, That vast advantages to the
best interests of Society would arise from regulating the various Classes
of Dealers before mentioned independent of the benefits in a financial
point of view where it is possible probably that 55 to 65000 £ a Year
will be obtained which when added to the £ 34000 arising from
Pawn
