medium no doubt can be entertained of the propriety of a measure
which the public mind is prepared to receive & to support from a
Sense of its beneficial consequences now fully explained and understood
since the Publication of the Treatise on the Police of the Metropolis.

But the Revenue arising from the Licence
Duties would not be the only advantage which would result to
Government since by the Establishment of such regulations and such
a Board of Police Revenue as is now proposed the Check given to
the Pillage & Plunder of stores in the Kings Yards Public Arsenals
and Ships of War & Transports with the advantage which the
Revenue would derive in preventing an extensive corruption
of Goods obtained in an illicit Trade would probably extend to Ten
times the Revenue which would be actually collected, & in this
new view of the subject such a Board conducted by at least
two men of business active & intelligent penetrating & indefatigable
would without expence & without additional patronage or without
any one burden or inconvenience Produce incalculable benefits
to the Country
