not only the Revenues for Police purposes above suggested or such part
thereof as Parliament should approve of but also every other Branch
which in its nature requires an attention to Police as well as Revenue
and where regulations become necessary with a view to the prevention
of Crimes and to the protection of the Innocent part of the Community
against fraud and depredation.
