The great end of a police is
prevention.
The first great means to that
end is the discovery of the
offences committed.
The next great means are the
ensuring the punishments publicity of
those offences to put the
public on their guard against
their repetition.
The third are means ensuring the punishment
of the offences committed
The cheif measures for the formation
and government of a preventive
police
1st The collection most speedy
and complete collection of information
relative to all depredations
committed.
2dly The most speedy and extensive
publication of the information
so collected. —
To collect this such information with
an adaquate completeness it would
be requisite:
1st To diminish the discouragements
i e expence and trouble to which
parties render themselves liable
by taking proceedings against
depredators.
