Thoughts of an experienced Navigator on the River Thames to prevent
Thefts and Roberies thereon below London Bridge to Bugby's Hole. Every
Ship or Vessel bound to or from foreign parts having any sort of Goods
liable to plunder to keep a nightly watch from Sun Set to Sun rise.
To have Guard Vessels with at least Six Men and a Master stationed night
and Day with a handy Skiff to row a pair or more Oars — One stationed
off Tower Wharf, or Iron Gate Stairs — One off St Saviours Dock. One
off Wapping Old Stairs — One off Church Stairs Rotherhith — One
off Bell Wharf — One off Lionemiles Dock — One at Deptford & One at Blackwall.

Every Master or Mate suffering or not preventing plunderidge to
forfeit their Pay — but if concerned with Laborers employed in load or
unload the Ship or Vessel they command, to be further punished. If no
plunderidge to be rewarded. Every Labourer to covenant to work for the
Day such Laborers going on Board of Vessels to work not suffered to
go on Shore to eat or Drink before the leaving Work for the Day.
Their names and places of abode to be inserted Daily in a book kept for
the purpose — The owners of such Ship or Vessel to employ an able
Waterman of Good character to convey every such Laborer on Shore —
None to leave work or go on Shore without leave of the commanding
officer & without being Searched on pain of being punished for so
doing agreeable to the present Law. If the Revenue officers when they
Seize (on board the Ships or Vessels they are Stationed to prevent Smuggling)
any Laborer employed to Load or unload the same having in his
Custody any part of the Cargo of such Ship or Vessel with intent to
Steal the same were permitted to keep possession of such Laborer with
the property and convey both before a Magistrate or to send for a Police
or other Peace Officer of credit to go with him (so soon as he such Revenue
Officer can get relieved) before the Magistrate to give Evidence — the
Officer to be well rewarded if the Laborer is convicted, by the Owner or
Agents or Ships — Every person within a Boat waiting with
intent to aid the Laborer in Stealing any part of the Cargo from on
Board such Ship or Vessel to be deemed a Rogue and Vagabond —
Every Person being pursued, that shall throw any Package or
property overboard to be deemed a Rogue and Vagabond.
