and to keep a Book of Accts. Dr and Cr every Day the said Book to be stamped
and a New book when Licenced. Their House to be in open Streets with
their Christian and Surname over their front Door without a Side Door
or Back Door to open into Street or passage and obliged to produce the said
Book before the Magistrates on receiving a Summons to appear. Most
of the Thefts and Robberies on the Thames on board Ships or Vessels that
are arrived from or bound to foreign parts are committed by the negligence
or connivance of the commanding Officer and Revenue Officers. The plunderidge
on board the Ships or Vessels when the officers do not do their Duty is as
I have cause to believe amazing great.

I have cause to suspect that many of the Trinity officers are bribed to prevent
their acting and that some of the Police officers likewise are tempted
in the same way - Many of the Trinity Officers live or ply in the
neighbourhood of the noted receivers that have either back Doors or Side
Doors open on the River Side which such officers cannot be ignorant of.
Some of whom have not to my knowledge ether given an information or
apprehended any person having in their Custody any merchandize &c
suspected to be Stolen or unlawfully come by from some Ship or Vessel in
the Thames.

Others of the Trinity officers tho' daily patroling the Streets and Places
near the River from London to Poplar Middlesex and to Greenwich in Kent
Seldom bring any Prisoner to the Office but with some trifling Article
and Sometimes the property without the prisoner done in my opinion
for a Cloak.

Trinity Officers and such of them as are above distinguished that do
not go on the River to exercise their authority to prevent Thefts and Robberies
on the same agreably to their original design. If their authority was
taken from them and others appointed by the recommendation of the
Magistrates of the Police offices I think would greatly help to check
the growing evil.

Their Watermen gives as an excuse for their objecting to be employed
to row our Officers in the Thames to apprehend the Plunderes is for fear
of their Boats being Sunk or Stove - Every Waterman that is a
