These Observations bear every mark of haste —
They present themselves as mere private memorandums,
such as a man on the course of re
a cursory glance makes for his own use,
and that only for the moment till his time for
full consideration recurrs — They present themselves
not as decisions - but a memorandum of topics
for decision to be decided upon. As such it would not have appeared
either necessary or even fair for a
person to take cognizance of them, were
it for this amended string of clauses given
by the Annotator in lieu of Mr C's these Clauses
of Mr Colquhoun, by which it appears that
the decisions indicated by these annotations have
been peremptory, and that the rejection omission of the several clauses
censured by them have been the result.

This being the case, the Draughtsman who
drew the Bill from whence Mr C.'s clauses were
abstracted feels himself called upon either to acquiesce
in the negative put upon those clauses or to
assign his reasons for adhering to them.
Mean time Another supposition of the kind that has attended that in which
the disposition of this business this business has been disposed is this: — viz that
the censure passed by the annotations ground of the
censure thus passed depends in almost every instance
upon the wording of the Bill: yet at the time of
passing the censure, what was before the Censor was
not the Bill itself but only M. C.'s abstract
of it, which for this purpose neither was intended to
serve nor from the nature of the case could serve as
a to the Bill itself.
