It is only in as far as expence is concerned
that Your Committee are authorised to
apply their enquiries to this any more than
to any other branch of the business of government.
but so far as expence is concerned, there seems
no branch of that business in the instance to of
which more than in that of to another Your
Committee are exempted from the obligation of
extending these enquiries, according to the
measure of these faculties and these times.

Here as elsewhere, the first and most
indispensable part of their duty is to
make known, as far as lies in within their power,
the quantum of the expence: but it
were useless there would be no use in its being
or rather it were better it should not
be known, if the knowledge of it were not a
step towards the reduction of that amount
reducing reduction, or at least towards the keeping
down of the increase, of that expence.
