Simpler Imprisonment
To What the aggregate expence of simple imprisonment
is in this country, it is impossible
altogether out of the power of Your Committee
to state: even of imprisonment in the gross,
without distinguishing the purpose for which
it is employ'd: much more to give a separate
statement of the expence of that part
of the aggregate mass, the destination of which
is confined to the purpose of punishment:
a distinction by which the expence of so much
as us confined to the purpose of safe-custody
before trial, and such part as is employd
in no other character than that of a civil
remedy is excepted and set aside. Neglecting these distortions,
of the experiences of
by means of the County Accounts of which
a more particular mention will be made
farther on so much of the expence of imprisonment
as is borne by defrayd out of
the County Rates, might be obtained:
but besides the County Prisons, there are
a variety of ones of belonging
to territorial divisions of more confined
extent, and from which my accounts would
be more difficult to be obtained. Armed with
the competent powers, a Board such as
that already hinted at, would be able to surmount
them as well as so many other difficulties.
