To all these branches of expenditure we Your Committee would
willingly have extended its enquiries for the purpose
of ascertaining the actual amount of each. at In
any regard to every branch of expenditures the
same two practical objects present themselves — the
keepi effecting reduction or at rate the keeping
down increase. For both these purposes a knowledge
of the actual amount under the several
heads of under which it may be found to consist be composed, is
equally indispensable. Without an accurate survey The rivers from whence
it springs must be constantly surveyd it is
in vain to think of lessening the current from
each source: and without knowing finding the amount of
till a foundation has
been laid for a comparison
between
the sever expence of each source has been found for the present
period, it is impossible to know at any future
period whether they have undergone experienced a diminution
or an increase, nor therefore have what
sort of success may at any future subsequent period have attended
any such measures as at any preceding
period may have been taken f in the
hope of effecting a reduction reducing or
keeping down expence.
