4. Fourth modification of chronical punishment — Confinement
to a Penitentiary establishment

Confinement on board of the Hulksthus: floating prisons, was regarded adopted
from the first as no in no other character better than a temporary
measure make shift: it was an expedient to be employ'd
no longer than till the grand fixed Penitentiary
Establishment could be brought into readiness for
use. So long ago In the year 1779 an Act was passed
by which a plan of manag construction and
management was prescribed and the necessary usual
compulsive powers for the purchase of land provided.
In July the year 178 and not before
(such difficulties had attended the ma determining
upon the fittest spot, not, as since, the obtaining
possession of it when determined upon) a spot
of 79 acres t at Battersea these contaning and one road was fixed upon as a
proper appendage for Penitentiary Houses
forto contain 900 convicts —(600 of males and 300 females)
and the offered price offered having been rejected, the
price of it was fixed by a Jury at £6600.
In the mean time the plan of the Building, on
which much was conceived to depend, became the
subject of deliberation Mean time the building
was planned: economy was professed at least by
the architect, studied by his employers: but it
was that sort of economy which consists does in doing unnecessary
things at a upon cheap terms low reduced price. A first estimate
having been objected to on account of its enormity,
was reduced: and after the reduction it in expence it could not be
will be rehoused at less than £200 a head. + Less than £8 £ or rather + Appendix M r Bentham's Proposal. Commons Report 17. and 178.
a year can hardly be allowed for money sunk in building
