4. Fourth modification of chronical punishment — Confinement
to a Penitentiary establishment
Confinement on board of the Hulksthus: floating prisons, was regarded adopted
from the first as no in no other character better than a temporary
measure make shift: it was an expedient to be employ'd
no longer than till the grand fixed Penitentiary
Establishment could be brought into readiness for
use. So long ago In the year 1779 an Act was passed
by which a plan of manag construction and
management was prescribed and the necessary usual
compulsive powers for the purchase of land provided.
In July the year 178 and not before
(such difficulties had attended the ma determining
upon the fittest spot, not, as since, the obtaining
possession of it when determined upon) a spot
of 79 acres t at Battersea these contaning and one road was fixed upon as a
proper appendage for Penitentiary Houses
