Expence of punishment

Trade, the common source of illusion to which
so many foundations of the same class have
been indebted for their existence can scarcely
have had much concern in the present instance.
for here, as well the persons to trade with
as the things to trade for, was plainly here both wanting:
a length distance of voyage double in point of time
(for time not space is in
such cases of this sort the object to
be measured)
to that of an East India voyage
though not in all cases any valuable commodities not an absolutely insuperable
obstacle could certainly not have
been looked to as an efficient cause of trade.
If by plan the cultivation of waste land
at the antipodes a man can make more
per cen cent upon a given capital than
he can make is to be made by the cultivation of waste land
or improvement of cultivated land at home,
coloni insurance against accidents of all
kinds taken into the account, the culti
colonization may be beneficial profitable to the individual:
if government can levy upon the
annual produce of capital so employ'd
contributions to a greater amount (over and
above the expences of the government and defence
of such Colony including the chance of a war
to be engaged in for its defence) than what it could
levy with equal care upon the produce of an
equal mass of capital employd in the
same way at home, colonization may in a
financial point of view be profitable to government.
