Expence of punishment

at any rate established at seven or 8 months
distance, we have behold a sort of Work house
or House of Industry at the same distance.
If the feeding of these supernumerary mouths
were otherwise than a matter of necessity, and
and the encouragement thus given to free settlers
impolitic inadvisable upon the whole, this part of the
expence would might be classed under the head
of abuse, the colony system might be rid of it,
and the objection what it affords in the
way of objection to the system, done away:
but as there seems nothing in this part of the
system management but what appears to be fully justified
either by necessity or policy, or both, the objection
it affords adheres to seems intentional is (it should seem) is of the essence of the system, and
such as can not to be got rid of.
The ambiguous and indeterminate character
of this irregular Colony establishment is a circumstance
that may not have been of disservice to it
in the way of defence against the attacks of
reason. Ask if the Colony presents any prospect
of paying its so much as of its own expences - oh, but
it is an engine of punishment, to be substituted
to the Hulks. Ask whether the as an engine of punishment,
it be not an expensive one — Oh but it is
a Colony to boot, and a fifth quarter of the
globe added to the British empire.
