5 Mr Benthams
Penitentiary plan
The circumstance that pointed <add>called the attention of directed Your Committee
which first introduced to this plan of Mr Bentham's to the notice of Your Committee was the observation of
a sum of £ 2000, that in a prev one the Appendixes of two of their Reports of
last year they had occasion to exhibit bring to view as having
been issued to him that gentleman from the Treasury
to enable him to make
preparations for the confining
maintaining and
employment of convicts
Nor were Your Committee
altogether without recollection
of the Act of the
7 July 1794 passed for
the express purpose of
enabling the Treasury
to carry Mr Bentham's
plan into effect, nor
of the speech terms
in which the plan had
been spoken of by Mr
Secretary Dundas on
the introduction of the
Bill into the House.
The Act having lain
thus long in a dormant
state - the expenditure
of so considerable a
sum having remaining
all the time without
visible fruit
on this account.
The It being an article of old date, and no apparent fruit having been
ever reaped by the public from the expenditure
and Mr Colquhoun being before them about that
time, Your Committee thought it a favourable occasion
to learn of that gentleman whether he
knew any thing of this appar more recent modification
plan of Mr Benthams relative to Convicts
and if so what he thought of it.
Your Committee, apprehensive lest whatever
might have been the prospects that accompanied
the first opening of the measure, maturer
consideration or subsequent events might have
placed the expediency of it in a less favourable
light, thought it might be of use previous to
any examination of Mr Bentham, and
even previously to its being known in what
light it was at this time considered at the
Treasury, to obtain what lights such lights as might be to
be collected from indifferent other quarters respecting
the complection of the business. Accordingly
Mr Colquhoun being at this time before them
on the other accounts above mentioned, they took thought
it might be the opportunity of inquiring seemed a favourable one for learning what might be
the sentiments of that gentleman in regard
to a plan which from the reception already
given to it by public authority Parliament and as well as Administration
, as well as from the nature
of it compared with his functions and pursuits could
not well have escaped a mind of such activity and
intelligence.
