intelligence. A circumstance that promised
to add to the value of the testimony, was
that, from a gentlemen known to have been
professionally conversant with mercantile
concerns they might have the advantage
observing in what light it appeared to
in a practical and mercantile point of view.
Mr Colquhouns answer,The answer of that gentleman an extremely simple
one) was as honourable to himself as it
was satisfactory as Your Committee. That
he himself had had a plan relative to the
same object — that after his plan had been
matured and compleated, Mr Bentham's plan
(this author quite unknown to him) happened to fall into his hands — that he found in it every
idea that had occurred to himself — that he found
in it several that had not occurred to himself
— that he approved of all of them — that
he regarded the plan (considered in its totality)
as compleatly adapted adequate to the purpose to the accomplishment
of it all its objects in all its parts —) and that
he had no sooner set eyes seen this of on Mr Benthams
than he gave up all thoughts of about his own presenting
his own. To explain the more distinctly
what the plan was which he had in view
he produced in one of this examinations, a
paper of Mr Benthams which though printed does not appear
to have been published, Appendix in which the principal
features of Mr Benthams plan are delineated
in terms little varying in substance
from those of the engrossed Draught copy of of an
intended contract between the Treasury and Mr Bentham under the Act of 7 July 1794 copy of which has been delivered in from the Treasury
in annexed to this Report.
