Police Report
5 Mr Bentham's
Parliamentary Plan
It is not often that two men binding applying their
minds without concert to the pursuit of the
same object (for it appears that between these two
gentlemen there was not had not been the smallest concert or communication)
arrive at so perfect a coincidence:
it is still less frequent for a one of this among authors of
real concurrent plans, than for either to come forward and ascribe give the preference
to that of the other: but on this occasion another incident of the same kind a circumstance
that presented itself to the recollection of
some of the Members of Your Committee, was that
in the Year 1793 or 1794, an honourable gentleman
who was bore to have taken borne a distinguished part
in the execution of the original Parliamentary plan
was the Member by whom who before the Bill for
that purpose had been brought in by Mr Secretary
Dundas was had been the first to introduce Mr Bentham's
plan to the notice of this House.
