5 Mr Benthams Penitentiary

This besides The provision thus secured, besides its advantageousness
to the individual on the score of comfortable subsistence
is advantageous to the public in the shape of
a security for good behaviour: and another
and very extraordinary security for future good behaviour, as far as depends
upon the vigilance and attention of the intended
Governor Manager is the large sum he stands engaged
to refund out of whatever may be his profits
in the event of every act a relapse into the paths of delinquency
after discharge: the sum money to be applied in indemnifica
satisfaction for the loss produced by
such subsequent offence: and as a further security
for his vigilance in another respect, let an
escape happen with or without his default, he
is to pay £50 for it.
Against the these dreadful which
have taken place under both the existing plans
calamities so afflicting to humanity, but at the
same time so profitable advantageous favourable to economy
and to the credit of the existing systems
under that head in an economical point of view, the original Contract Penitentiary
plan provided a separate a dedicated Infirmary indeed, but one
only, to each prison: the do not afford
even that security, and in during the 8 months passage
to New South Wales it is evidently impossible.
Mr Bentham, to a single large infirmary, substitutes
infirmary-huts in numbers: and as a further
security for attention in this point he insures
at his own profit and loss the lif lives of his prisoners
paying no less than £100 for every addition
to the expected number of deaths, and receiving as
much for every diminution in that number.
