Rewards of every degree to every amount of magnitude, from a
few shillings to £1,000 are offered for information:
while an immense and incalculable body
of information is repelled, which would be sent poured
in gratis, if a man knows to whom to whom to send it
and think it would be inserted gratis by whom that it would be attended to and acted
upon, and produce the effect it aimed at produce
the effect for which it was communicated supplied.
An instrument of this sort would be absolutely
necessary to the proposed periodical
list of the efficacy efficiency of the police, constituted consisting of <add>exhibited</add>

to be committed each year to the number of

of offences committed in each succeeding year
