Colquhoun's plan
a plan of economy
For the introduction of the establishment thus
proposed Mr Colquoun's plan has in the eyes of
Your Committee this extraordinary and particular feature to recommend
it. viz: that the means it employs
are such as not only are unattended with
expense, but present a prospect, and as to in the
judgment of your Committee a fair and promising
one, of even being attended accompanied with an accession
to the Revenue. What may occurr
on the other side is it may be observed
and though in practice the event the expense
of the official establishment should stand at the rise so high as to
mark at which in the Mr Colquhoun of £15,000 a year, that brings the a being
the mark at which Mr Colquhouns
computations have set it down, or even
so high as £10, or £20,000 a year, it
still higher, if necessary, still higher, it seem appears to your Committee that it might
still be productive of substantial benefit not
only in the character not only of a plan of police, but
even of a plan of economy, and [+]
[+] and it is in the latter
character in particular as such they
think they may venture to recommend it.
The collection of the new duties he proposes
might it may be thought be committed to
some of one or more of the already existing Boards already
established, [+]
[+] upon the principle of one
of the two alternatives that
proposed by Your Committee
in their Reports of the last
year
in which case the whole of the
proposed expense of the proposed new establishment is so
much superfluous expence, and such as true economy
were could not admitt of. but howsoever
Your Committee may have hesitated about the
number of Boards to be kept up when the question
