Colquhoun's Plan a plan
of economy
occurrs as presenting a means of keeping
under a part more or less of the above head of expence.
This head source of economy will probably accordingly be found applicable
(Your Committee suppose) to a certain
degree, especially in as far as mere penmanship
or other such business to which no other
faculties properties than what may to normally be looked
for in the ordinary run of men are requisite
At the same time This principle however, though
it ought never to be lost sight of, does not appear
to your Committee as one which can be
exclusively consulted, to the exclusion of every other much less on the present
ground. Whosoever are made choice of for
Commissioners, it would be hard upon them, if
among the instruments appointed to act under
their direction and for whose conduct they would
would in some measure be responsible there
were not to be some at least who from experience
of their on account of relative fitness
as manifested by experience had become the
objects of their choice. In the present case in
particular, in which where on account by reason of of the novelty,
extent variety and importance of the duties services to be performed
the demand for appropriate qualifications
will be more than ordinarily great urgent, every
thing the whole benefit obtainable from the measure will depend upon the [+] [+] judgment manifested in propriety of the
first choice. Indication of individuals is altogether
without without the province foreign to the authority of Your
Committee: but with a view to principles and in
