Slaughterers and Skinners and Boilers
of unsound Horses, or other Cattle and Dogs
The danger attending the exercise of these
trades is that by destroying the appearance
the total utter destruction of the substance of
the animals that become are taken for the subject matter
of their operations, they afford to thieves a those who steal
them a safer market than they could obtain for
the animal if undestroyed.
Livery Stable keepers. The dishonest among
them means afford encouragement to theft,
by the purchase of stolen Horses - and to
Highway Robberies and Smuggling by supplying highwaymen
and other malefactors knowingly or without sufficient enquiry
with Horses for their respective purposes.
If in consideration for their licences, they
honest as well as dishonest were required to keep accounts of the
such Horses with their Riders as came
under their observation, such accounts would
afford a clue useful for the detection of the
delinquencies of all sorts of which these
animals are apt to become the subject
matter or the instrument or to which
they are made to afford facility whether by being
made subservient to the commission of the
act or to escape afterwards.
