Police Act

The Police Act, grafted, though by a much superior
hand upon the Vagrant, is unavoidably spoilt Act, has received an unavoidable taint from
betrays by the canker on the stock.

A more recent Act, though an infinitely
better penned Act than the Vagrant Act, the Police
Act, is still liable to the same objection of punishing
without proof. The Punishment it takes from
the Vagrant Act does administer, for it takes it 32 Geo. 3. c 53. §.17
from the Vagrant Act, though fixed <add>amended</add> by cautions
and useful limitations: and it administers it without
proof, for it requires the supposed offender to
be a reputed a thief deemed a reputed thief, besides being a person
of ill fame, unable to give a satisfactory account
of himself and being in a certain sort of place
with evil intentions of a certain sort, But it requires
him to be deemed a reputed thief. But to be a thief, and reputed such with justice, a
man must have committed some one act at least
of theft. But If there be if a man can has been be proved to be have
been guilty of any act of theft, it is for that act,
that is for theft, that he ought to be punished:
if he can not be proved to have been guilty of
any such act - of any act of theft, he ought not
to be deemed a thief or a reputed thief for the purpose of being punished. To adjudge that a man is a reputed thief
is to adjudge that somebody or other looks upon him
as being such: but has that somebody reason sufficient
for such opinion? - that is the very thing that ought
