The Ramifications I contemplate with regard to the Country are extremely
diversified. They would print in a particular degree to the prevention of Crimes
by every means that could be devised to promulgate that part the leading features of the Criminal
Code & particularly that part of it which applies to minor offences as well as to robberies Burglaries those stealing
&c
for the purpose of delivering in
pointing out in plain & familiar language the Consequences that would
arise from the Commission of Crimes for the purpose of and of thereby deterring those who
from evil example are in danger of being betrayed into Courses of Criminality — The System
These ramifications would also embrace the System of prevention through the Medium of
Cautions to the public putting all ranks upon their guard against the prevailing and
and devices which are resorted to by various Classes of delinquents who have partly
or wholly by fraud & depredation to rob or cheat the unwary. -

It appears to me that this might be accomplished
with great effect and with incalculable benefit to the Country not
only in the prevalence of Crimes but in the protection of many important
branches of the Public Revenue through the Medium of a new modelled
Police Gazzette to be sent published at least once a week and
to be sent not only to every active Magistrate in Great Britain including
the Magistracy of Corporate Towns but also to all Surveyors in the S and
Other officers in the Service of the Central Board and also to every person
regulated by Licences and under its Controul

A distinct channel of intelligence appropriated Solely
to Police Purposes and thus circulated as universally & cheaply as possible
would be a most powerful means of preventing the Corruption of morals.

It might be printed in a measure on one side so as to admit of being pushed up a and at a price <add>not exceeding one penny</add> and as it would
Contain no news except what merely related to offences it might without
injury to the public be exempted from the Stamp duty on News papers, and
sent free of postage to every part of the Country. and be sold at a price not
exceeding one penny. — A Knowlege of the Laws and of the news Tricks & devices of Criminal thus diffused in so general
a manner would by reaching all classes would if well and ably Conducted
would operate powerfully in preventing Crimes of every denomination. — It might
be so arranged as to comprehend every thing that can tend to give right bias
to the minds of the people at large and thereby shield them from the
punishments attached to offences of which many of them may be at present
ignorant. It is a medium also through which the lower orders of the
People may be taught to respect the Laws and to love their Country
and the Constitution as by law established
