Police District, the indications afforded by abstract
utility, precedent being laid out of the question, cannot
be expected to be very determinate. In one point
of view, the more extensive the better, because the
more extensive it is, the greater the more compleatly it will the more certain of improving the
whole of the as its utility embrace the great
