the characterizing the numerous and all those
descriptive blage of classes has been found no task <add>proved to be</add> in a business of no
appeared to be a task of no small difficulty and delicacy. Two species of articles modes
seemed source of descriptive,<add>delineation</add> upon two different plans requisite in the instance of each class: necessary
to viz: in a power description at large, by which the
individuals meant to be comprised in the class might be determined
with certainty; and an abridged denomination, by
which, for the purpose of the inscription and as well
as upon all other occasions, they might be spoken
of in a short way, certainly being given to the import
of this abridged denomination by reference to the
description at large. corresponding to it.
The plan here pursued of ranging under
heads the different several points masses of regulation
applicable in common to all the classes was adopted
in is an abridgement of the plan pursued
at first, and has for its object the saving of
repetitions, in a Bill which at the best must be
more voluminous than could be wished. If this
should be rejected, as under the notion of its not being sufficiently in conformable to the ususal wordiness of the Parliamentary
stile, the difference made must be pursued.
A string of clauses worded in the different mode is
such accordingly: but along with that draught but if the
mode should be deemed indispensible a number of several corrections
will be requisite to be made in that part of the draught
with requisite number of corrections, the labour of which
has for the present been spurned may it is hoped be
spared.
the adding throughout such surplusage as may be
deemed requisite necessary to the production of the requisite degree
of conformity, would be a sort of mechanical
process, of great facility as far as concerns skill and
intelligence, but which would require such a quantity
of time and labour, as I hope it will not be necessary for one to bestow upon it.
