[14] [Class the ninth] p.8 [ ] [Over and above any licence dutiesClass of persons to Class 9th. p.8
in the Bill will be a very expensive, and thence
a very productive class. If an opposition in the part of so expensive and opulent
a class with the Gold and Silversmiths at their head
do not prevail in is not to be apprehended,
surely little can be to be apprehended from the class
of Furniture Brokers. In a Police point of view
it may be objected, that here is a prodigious
number of honest tradesmen subjected to the
inconvenience cla curb of a licence, for the sake of
curbing a few dishonest ones: but in a financial
point of view it may be answered, that
notwithstanding the proposed lightness of the duty
upon this class, the multitude of the persons subjected [+] are already subject to a licence duty of £5, [by 31 G.2.c.32 and 32 Geo 2.c.24] collected by the Excise: though not the discretionary power attracted to the proposed Licence division
to it will be such as to afford no contemptible
accession to the Revenue Goldsmiths and Silversmiths
under the names of Dealers in Gold and Silver plate and
of Gold and Silver under the name of , [+]
[13] Class the eleventhtenth] p.9.12. In the Times of Monday
15th Oct. 1798 there is an account of an examination
of a Masterman and his Servant for stealing Bricks[+]: [+] and particular instances could be referred to of entire Houses carried off in this way in a short time.
If an article of so little value in proportion to bulk affords
a subject matter for depredation to persons of this Master
condition in life, in how much greater a degree of must
this be the case withbe the temptation be in the instance of such articles as stone and
marble slabs and chimney pieces? N.B This
does not seem to be a class from which any thing
like opposition is to be apprehended.
By the definition in the text, The additional reason for bringing the controul of Licencing this class of dealers System to bear upon the Receiver in this case is - that, moving to an unhappy conceit about things fixed to the freehold and savouring of the realty, the thief himself is in many instances, punishable as for a crime.
will (it is presumed) appear to be sufficiently disconsiderated from
non-dealers, i:e: persons at large purchasing such
articles for their own use.
