1 Part 1. Licentiendi Police Revenue Bill

§2. [4] Bookseller.p.19 15* It may be q Although Books
like other articles are exposed to depradation, yet as
since for want of having (( through unacquaintance
with their contents and value they are less exposed than
perhaps any other class of articles, it may be questioned
whither the advantage obtainable in point of sincerity
for the by the comprehending them in the Licence system
would pay for the embarassments But the a stronger reason
for the exemption, is the umbrage that might be
taken at the idea of subjecting the trade in books to
Licence: though in fact what the objection there is
the true ground of the objection extends not to this case.
It is in the case of new Books, individually taken,
that the authority of the licencer wouldis to be to be ass
justly formidable, not in the case of second-hand Books
and those taken collectively and without distinction.
But still it might be apprehended, and not altogether
without reason, that in the case of a Bookseller
obnoxious to the Board on account of his publications
a refusal of licence might be refused take place under favour of without sufficient ground.
the general discretion without sufficient ground.

[2] Auctioneers. p.19. Auctioneers not being purchasers
of the goods they sell, could not bein any danger of being thought to cause
usedlooked upon as coming within any of the classes whose occupation consists
in purchasing: but this is not the casedoes not hold good with
those the instancescases where the occupation consists in
selling: viz: in the case of the several dealers in arms
and weapons. . If those classes are left out of the Bill
so may this clause. By 31 G.2.c.32.§.6 an Auctioneer
if he sells plate must have taken out a Plate licence,
for which the pays duty is £5.
