provision by which the concurrence of the local
Officer of the Board is throughout all over the kingdom is
made necessary to the validity of the licence, is - to
give the Board, through the channel of such their
officer, a controul over the discretion exerc and used sort of temporal virtual controul, though, for decorum's
sake,
be as t a temporary negative over not display'd as such, over the discretion author
committed to the local Magistrates. The use of this
controul is to give a time and opportunity to the
Board to notify make known to the Magistrates any objection such matter of fact
which may the universality of the intelligence operating as an objection to the character of the person
applying for a licence as may have failed to reach
the ear of the local Magistrates for want of that universality
of intelligence which will be the peculiar
endowment of the Board. The necessity of the Surveyor's
signature to the licence gives him without
any the parade of an express provision the faculty
of being heard at the meetings held for licencing: meeting of Magistrates
and the Magistrates, having this witness to
the correctness of their proceedings, will naturally be
the more upon their guard against prinp negligence the sollicitations of
as well as of indolence or false humanity, or personal influence.
