The reason for not permitting purchases
of second hand goods <add>articles to be made (except in the case of Old Cloaths
&c) unless by Itinerant Purchsaers, unless they
come with Carts, is that in the instance of the
Old Cloathsmen themselves this branch of petty traffick
is found to be much and easily abused
to the purpose of encouraging Depredation. They
go from house to house, under partly for the same, purpose,
partly for on the pretence, of purchasing old Cloaths:
and under that pretence (asking no questions) they afford hold out a
temptation to dishonest Household Servants,
Apprentices, and other
Inmates,

Servants Apprentices and Inmates &c to sell
any thing in the House they can lay their hands
on. The reason why the purchase of Old Cloaths
ar is excepted from the prohibition notwithstanding,
is - that this branch of trade is so
firmly established and such multitudes of people
have no other livelyhood, that the including it
in the prohibition might be attended with a such
degree of hardship as to such as would outweigh the benefit:
but the purchasing of other things along with Old
Cloathes, being nothing near so general, nor at all
common, unless in this dishonest way, such
collateral
purchases may be prohibited without
sensible hardship or considerable inconvenience. The reason
of the exception in favour of purchases made
with Carts is - that, where a vehicle thus conspicuous
is employd, nothing can well be conveyd
out of the house in this way without its being
known to the Master or Mistress and the family in
general: whereas a foot-traveller, coming in the manner
