Use of the restriction with regard to children

[3] [72] [3] Nor ......purchase . . . . from any child. . . ]

f (from any child) The exclusion preferred to be given
to children promises to be a very strong and
efficient, and at the same time a very <hi rend="superscript">perfectly unexceptionable
check, to the practices against which the
system is directed. Supposing the goods to be the
property of the child itself there can be no harm
in restricting him from in preventing them being
disposed of without the Courts participation of the Parents. But
in by far the greater number of cases where
goods are brought to shops of this kind to be sold
by young children, the goods are either stolen
from the parent, the master or the employer of
the child or when they are goods stolen by the parent &c
and which, for his own or Security, he employs sends the child
with, to the pawnbroker shop. By this clause,
if adopted, many a child will be pr saved
from being made an habitual accomplice in
its parents crimes.

Precedent. By a clause in the Pawnbrokers' Act of
the 36. G. 3. c. 87. S. 17. (taken from the Act of the<lb/ 29. G. 3. c. 57 .S. 19) it is provided amongst other
things that no Pawnbroker shall "purchase, or receive
the year. . . . "or take, any goods or chattels in pledge, of
"or from any person who shall appear to be under
"the age of twelve years, or to be intoxicated
"with liquor....."nor buy any goods or chattels in the
course of his trade or business, before..eight...in the
Forenoon or after seven...in the evening, throughout the Year.....
