7. The several articles stipulations contained in
the abovementioned existing Draught of a Contract, intended
to have place in respect of the proposed Permanent
Penitentiary House, to have place in
like manner in relation to the proposed Temporary
Penitentiary House: all those made in
favour of the Prisoners included and in
the clause subjecting Mr B. to penalties on the
count of commission of offenses subsequent to discharge
not excepted. excepting only that which
obliges him to f take the several prisoners into his service and find
employment for them after their discharge: - an
obligation which he will have no sufficiently certain adequate means
of discharging till at the end of a twelvemonth one year after the establishment
of the proposed Permanent Penitentiary House.:
but the primary responsibility for the good behaviour
of the prisoners after their discharge
he has no objection to this ca submitt to in the
relation to the proposed Temporary Penitentiary
House, provided that it do not take place in
the instance of any prisoner who before his
discharge had not been in the custody of Mr
B. at least one year a twelvemonth at the least.
8. The spot for the erection of the proposed Temporary
Penitentiary House, to be the elevated spot
on the bend of the Thames, (between Water Wall and
Waterwall) on the Kent side between the new erected House on the Kent Land Wharf called Charlton
side Land Wharf to the East and the new erected
Dwelling House with the Birch-Tree erected close to the Bank a to the West.
