Judicial Cognizance

since Within these the City liberties, no person can be
invested with the powers of a Justice of the Peace
by the Crown, nor without an Act of Parliament.
Practically speaking, it may be added not by with

to do this amongst other things by the Police
Bill of 1785, that by the opposition it excited contributed perhaps more perhaps than
every thing else put together, to the opposition
by which that Bill was laid upon the shelf.

the purpose of recommendation: that the part of the
