The influence of a publication of any kind
The effect produced by a publication of any
kind upon the great body of the people will be as in
proportion tothe number of men persons into whose hands it
finds its way, and in proportion to the magnitude of the interest which each man
takes in it:- it will be in the joint ratio of both these
two quantities. Euclid never advanced a proposition
more irrefragable. In the instance of the
Police Gazette the magnitude of this effect lies therefore
altogether at the command of government. The
interest a man will take in the contents is secured
by the nature of things: the number of hands
into which the paper willshall find its way in altogether
at the command of government, being dependent
on the priceis in the inverse ratio of the
price, which it depends on
will be fixed by government. to fix. This
applies onlymuch with regard to the free partbranch of the circulation
but the factitious branch, <add>to the amount that has been seen</add> is still more absolutely
at the command of government.
