As Finance has its annual Budget, so (it is
conceived) ought Police. The proposed Calendar of Delinquency
would be the main article in the pr Budget of Police. To indicate the number
of transgressions brought to light in each ban
of delinquency - the degree consequently of the demand for fresh
does whether so the way of exertions in the view
of advertising a rememdy. It is by an instrument
of this nature, and by this alone that any explicit
testindex or measure can be afforded, at the outset of
the demand for exertions if the way of improvement
in this line at the outset, and from time to timeor progressively
of the result, favourable or unfavourable, of such
exertions in that as from time to time may
come to have been made, in that view.

National progress in regard to the industry andrespe

the nation in respect of internal security and morality
should likewise be thought worthy of being
collected and attended to, withat least equal care. The
demand for exertion in this new time is neither
less & urgent, nor the benefits derivable from it lessmore
unquestionable, than in the other. To remove by a
portion of wealth and labour ininto this or that channel
another out of all the rest is in but too many most instances the only sole occupation of
the exertions bestowed by government upon the augmentation of upon the national sloth of industry,
and the expence and vexation attending the
removal, the sole resultsfruit. Such are the obstacles opposedto
