Calendar of
Delinquency

Affording a practical test as well as index of the
utility of each any new measure to which it may
be thought fit to apply it, another effect of the Calendar of Delinquency in will be , the check
operating as a check to crude and half considered hasty projects in the line of political improvement,of supposed improvement
