Use in shewing the demand for exercise of powers
The An example afforded by the present case a former head may answer the double purpose of illustrating indicating the use the use and evidencing the utility of the proposed plan Calendar of Delinquency, and that of displaying still further the conveniency of a practice already recommended and exemplified, viz: that of operating, by the creation of powers derivably rather than by regulations ready made—working by a light and handy machine engine (so to speak) viz: the Board, rather than by the great complicated and unwieldy mechanism engine of Parliament: one utility advantage, let it all along be remembered never be forgotten, still more conspicuous with the reference to the interests of the individual subjected to the power in question, than to those of the public at large, for for whose use benefit it is more particularly designed. Two or more powers being supposed to be created by Parliament, created, all conspiring to the same end, let that one of them all be first looked out selected and acted upon, which promises to be attended with least trouble vexation to the party, whose liberty is abridged by the exercise of it: this being tried by itself for a year or two, let the Calendar of Delinquency be consulted to discover its effects in practice: it being remembered at the same time that the greater the effect and success of the regulation thus picked out pitched upon as least burthensome, the less the demand is that remains for that other, or those others, that are more burthensome. By this by which means it may happen that the greatest part of the burthens which were it not for the sort of attention in question would
