Delinquency
have been laid on as it were in one heap, and in the first instance may
thus be saved. Thus, suppose call the number of the delinquencies
of a given any class occurring throughout the
kingdom in the compass of agiven year were 200:
and a single one out of a cluster of regulations
for the establishment of which powers are created
being established in the first instance, let the number
sinks of <add>similar</add> delinquencies in the course of the next year have sunk to 100.
Such being the casethe effect, the utmost force that can
be acquired collected by the accumulation of the most
burthensome regulations that can be imagined
can do no more all of them put together , thencan amount produce no greater effect, all of it together
equal the effect ofthan what shall be equal to the effect produced by the single one in question, and
that one the least burthensome: it can not even
amount toproduce so much: for as moral action, how
well soever conducted, can soever in point of regularity
of effect, be brought tobe upon a par with mechanical
action, the allthe utmost thus can be done
by the most consummate wisdom that employ'd,
-mploy'd on such a subject matter, ground, as to diminish is to reduce the current of delinquency
in each channel - it can never dry it up
altogether.
In the ordinary way of proceeding, all manner
of regulation that present themselves as capable,
each of them, of contributing anything towards lessening
the frequency of the offence, are brought
into actionforward together, and laid upon the shoulders
