§. 53 [ 1 ] [ From time to time &c. ] p. 10 The words between
[ ". . . . to . . . . Parliament . . . ] The words between
the inverted commas are copied from the first of the three
Acts of the present reign for appointing Commissioners for
the suggestion of improvements, viz: 20th G. 3. c. 54.

The direction to report to Parliament is taken from the
§ [ 2 ] [ And to both Houses of Parliament ] The In the

Parliament was again inserted. The difference
is by no means immaterial: reporting Reports to Parliament
is reporting are Reports to the public, whose eye will
be upon the notice taken of them. Reports If the Reports
not to the Council Board only, they might sleep
upon the shelves.

§. 53 [ 2 ] [ 113 ] [ Augmenting the efficacy . ."] The first of the three
reforming Statutes viz: that which concerns the public Accounts,
speaks of "Defects"; the last, of viz: that about relative to the Crown
Lands, of "Abuses." In the present instance both words may
be dispensed with
(it should seem) with
advantage. Professional
men are not fond
of hearing of defects,
much less of abuses,

it is
not necessary to speak of either the one or the other,
and if prudence seems to forbid the speaking of either,
so the professional man (it is supposed) would not
like to hear of any defects, much less of any
abuses
in the law, or any branch of it. Under the
words here used in the text, legal powers authority power will not be wanting
equal adequate to whatever any stock of intellectual ability power
that can be pressed into the service.
