Observations on §. 2.

The wording of this section is taken with
as little variation as may be from the correspondent
clause in the Statute of the 9 Ann
c. 23 . § 26. 17. giving similar powers of making Byelaws to the
Comm Hackney Coach Office. The words
passages and words that stand here as
in copied from that Act are distinguished
by being underlined: of those such as seem
improper, superfluous, or inapplicable, are
distinguished by a red line drawn across

[1] In the original the expression varies:
being sometimes "and the Chief Justice of either
"Bench", which being either being con in
its modern acceptation application confined to express the
disjunctive, does not so properly express the
meaning.

[ 2 ] If two could be a quorum for this purpose
instead of three, it would probably be
a help to the business: to get even two of these
persons great Law Officers whose time is so
much occupied to attend to such a business
may perhaps prove no very easy matter. It would be a further facility,
if the By-laws in
question were to become valid
by of themselves say 3 Months
after having been submitted
to the Law-Officers in question
if not disallowed by them
within that time.

[ 3 ] A provision to this effect seem seems not to
be more necessary here than elsewhere.
