Observations
III. Board
§.9
Country
of Police
Upon the ordinary plan nomination were apparently in the Board of
Police, it would be virtually in their superiors
the Treasury Board: and in that way would fall
as an additional Drop into the great ocean of patronage
possessed by that Board, and the like any other
drop be liable to be employ'd without any personal
responsibility for the propriety of the employment
would be apt to be employ'd like any other drop
with comparatively speaking very little attention oftentimes no attention at
all to the fitness of the individual for the situation
employ'd as a means of answering compassing
the collateral purpose of the day. 2. In addition
to so much as there is of reality in that head of
inconvenience, there would be the further inconvenience
of the jealousy which this with which such the prospect of such an addition to the existing
stock of patronage and apparent means of influence
would be apt to infuse into the House of
Commons: an objection which as far as it prevails attains
is of a very substantial texture, altogether
distinct from and independent of the validity solidity of
the ground on which the jealousy happens to
be built and the care taken in the now dormant
Poor Bill to empty the hand of Administration
of all the whole of the patronage necessary belonging to that
measure shows is appears a sufficient indication of their
the stress which Administration itself lays seems disposed to lay upon
this point.
