[ 20 ] [ Principal Lumper ] p. 12 The use of this expression
is to include females. Mistress Lumper
is so awkward a denomination it would hardly be received. Though it
is not does not seem likely that females should be employd in
person in the loading or unloading of a Ship, yet
where a Man has established a business in the
character of a Master Lumper, doing nothing
with his own hands but only providing other
hands, there seems no incongruity in the supposition,
that his Widow may continue to carry on
the business
[ 21 ] [ Common Working Lumper.] p. 12. I have not yet
learnt whether it is proposed that the working
hands should be included in the licencing system: if
If not, this Class will of course be to be struck
out
[ 22 ] [ Class the nineteenth eighteenth.] p. 13. By 12 G. 3. c. 61 §. 13. No Gunpowder
is to be made within at all within a district inclu <add>in which includes the London
Police District is included. -</add>
This and the six following
Classes, being a
set of Classes that,
taken together, include
all those such individuals
as deal in
articles intended for
or applicable to warlike
purposes, have been
already stated, in the
General or Preliminary
Observations, as capable
of being parted off with
advantage to a separate
Bill: but lest
it should be thought
otherwise by those
who are to judge, I have
suffered what concerns
them to stand part of
the present Bill. If it
should be thought proper to omitt them, nothing can be easier than to strike them out. And
the same observation applies to the three cl next classes, viz:
the three classes of Lodging-Letters.
[ 23 ] [ Class the twentieth nineteenth - Inscription] p. 13. It might bear a
question how far it might be eligible upon the whole,
that the spots, where Gunpowder is kept in quantities,
should be known to persons without distinction,
lest ill-disposed persons mischievously disposed might should should at any time avail
themselves of this information to seize the powder
or to set fire to it for the purpose of committing
depredations under favour of the confusion. At any
rate there can be no harm in giving to the Board of
Police a discretionary power to have cause the
inscriptions to be put ap up or not, as they
think proper best. best.
