§. 11. [ 17 ] [ Class the thirteenth twelfth ] p. 10 The observations, made as
above, in relation to the case of <add>Keepers of Draught Carts, seem equally
applicable to that Keepers of Hand Carts. The object
of the words "with more wheels than one" is -
to exempt wheel-barrows, which it is presumed are
not meant to be included, Were it not for
these words, they
would stand included,
The description It would otherwise include
them, for since Wheelbarrows are sometimes drawn as
well as pushed. They By The word help of these words, the word "carriage" will at the same time serve
to include by anticipation, four wheeled Carriages of this sort thus employ'd , which
otherwise, in order to evade the licence, might be
set up, for this purpose, under the name of Waggons.

[ 18 ] [ Water Hawkers ] p. 11. The use of this denomination is
to include those, if any such there are or shall
be, who, for the purp not keeping any Boat of
their own, can not be comprized under the other
appellation of Bumboat-Keeper.

[ 19 ] [ Class the sixteenth Fifteenth ] p. 11. The present dishonest Purchasers
of Ship's Stock are ( if I understand) right )
principally, if not exclusively, Water-Hawkers and Bumboat Keepers:
But if it were necessary for a man to be a
Water Hawker to be in order to his being subjected to licence in case
of his purchasing Ship's Stock, to elude the licence
there would start up a race of Purchasers
of Ship's Stock who wereould not be Hawkers — i:e: who they
would confine themselves to purchasing ships stock of the without
selling Ship's crew, without selling to them other
things.
